Revised Implementation Plan for Digitoll (digital customs)

The transition period has been extended to 2026.
Following feedback from consultation round 4 on Digitoll and dialogue with industry stakeholders, the Norwegian Customs Authority has adjusted the implementation plan.
Recognizing that the transition requires time and resources, the transition period has been extended beyond April 1, 2025.
The implementation will take place in two stages:
- Stage 1 (from February 1, 2026): Digital fulfilment of reporting and information provision requirements becomes mandatory.
- Stage 2 (from September 1, 2026): Declarations must be submitted no later than at the border crossing, and the direct transport scheme will be discontinued.
Until September 1, 2026, goods at border crossings can be identified either via the import declaration or the warehouse operator’s goods registration number. The option to refer to goods registration numbers will be available in Digitoll from November 2024 for early adopters but will be discontinued when stage 2 is implemented.
Using Digitoll for declaration before crossing the border is always recommended.
Advance Notification from Third Countries (ICS2)
All entities handling and transporting goods from countries outside the EU security zone are affected by ICS2:
- From June 3, 2024: Advance notification is required for goods transported by ship, truck, air freight, post, express, or rail.
- From December 4, 2024: House filers must use ICS2 for sea transport at the consignment level.
- From April 1, 2025: Advance notification is also required for road and rail transport.
Reporting and Information Requirements
Businesses transporting goods to Norway can use Digitoll. Registration in the Norwegian Business Register with a Norwegian organization number or NUF (Norwegian registered foreign business) number is required.
From February 1, 2026, digital reporting and information provision will become mandatory. This will give Norwegian Customs a better overview of incoming goods, their transport methods, and arrival times.
System support is available for all transport modes. Several system providers offer integration with the Norwegian Customs API, and custom-developed software may also be used.
Declaration and Discontinuation of the Direct Transport Scheme
Digitoll must be used by all entities transporting goods into Norway.
From September 1, 2026, the direct transport scheme will be discontinued. Currently, this scheme allows goods to be delivered directly to the recipient and declared within 10 days after crossing the border. After the change, declarations must be submitted before or at the time of border crossing. The purpose of this change is to ensure that Norwegian Customs receives goods information in a timely manner.
Declarations will still be submitted via TVINN and NCTS for transit shipments.
Businesses will need to follow two submission processes:
- TVINN/NCTS
- Digitoll
